Portuguese Ministry of Foreign Affairs interlocutors tell us
that they intend to follow European Union (EU) consensus on
changes to the United Nations scale of assessments. They
noted pleasure, however, that the USG might be willing to
support a six year base period, but could not comment whether
this would shift EU consensus towards a lower ceiling.
