EU EMISSIONS TRADING

Portugal supports, in principle, the inclusion of non-EU
carriers in the EU Emissions Trading Scheme (ETS),according
to Helena Cristina Horta - MFA Director of Industrial and
Technological Issues. Ms. Horta noted, however, that the
government had not seen the proposal and did not know the
details. She was curious to see how the proposal to include
non-EU carriers would reconcile environmental and commercial
concerns, acknowledging the potential for adverse economic
consequences if the EU did not handle this issue properly.
She also noted that Portugal has a representative on the ETS
working group.
