(C) Portugal's Deputy Foreign Minister, Professor Joao Gomes Cravinho, told us it is an inopportune time for Portugal to pressure Mozambique regarding the latter's vote in the upcoming United Nations Security Council (UNSC) election between Venezuela and Guatemala. Portugal and Mozambique, Gomes Cravinho noted, are in the midst of negotiating the future of the Cahora Bassa Dam in northern Mozambique, and tensions between the two are high. ¶2. (C) Gomes Cravinho continued, however, that if negotiations this week were successful, a Government of Portugal delegation, possibly including the Foreign Minister, would travel to Mozambique to sign the new agreement. In such circumstances, Portuguese delegation leaders would use the opportunity to press for Mozambique to vote for Guatemala in the UNSC election. Hoffman
