(SBU) On October 19, Pol and Econ Officers delivered reftel demarche to Carlos Augusto Sibille of the MFA's Multilateral Affairs Undersecretariat, urging the GOP to invite the United Nations' Counterterrorism Executive Directorate (CTED) to Lima to assess how the GOP's UNSCR 1373 implementation efforts are progressing, to identify areas where improvements could be made, and to link the GOP to willing donors to achieve capacity building. ¶2. (SBU) Econoff noted that on October 13, officials from Peru's Financial Intelligence Unit (UIF) had requested USG assistance in improving Peru's implementation of UNSCR 1373. The UIF is concerned that under current Peruvian law, bank accounts can only be frozen upon presentation of specific evidence of a predicate offense. The UIF believes that unless Peru's laws or regulations are modified, the non-specific nature of the UNSC's lists of potential terrorist names may prevent the GOP from actually freezing any relevant accounts if there is ever a match with a name on one of the lists. ¶3. (U) Sibille appreciated the information and thought the MFA would welcome such a visit. He said he would coordinate with the other GOP agencies involved in terrorist financing issues and with Peru's Mission to the UN in New York. POWERS
