SUBJECT: GOP RESPONDS TO FAA IASA REPORT

1. (SBU) We met with Luis Rivera, Director General of Civil
Aviation, May 16 to deliver the FAA's report on the
International Aviation Safety Assessment and discuss next
steps. Rivera, at first, seemed quite taken aback at the
FAA's recommendation to downgrade Peru to Category 2.
However, once we reviewed the report and highlighted the
concerns about resolution of safety issues, he visibly
relaxed.
2. (SBU) Rivera noted that he would personally review the
safety oversight issues pending in the report to ensure that
the DGAC would be ready for consultations with the FAA. On
the issues of TANS, Rivera emphasized that the DGAC
certified the company only after it corrected the safety
violations. While TANS does have a valid air-operating
certificate, the company is still grounded due to lack of
funding.
3. (SBU) Rivera, confident that the FAA will find no fault
in the DGAC's safety oversight, will contact the FAA
directly to arrange the date for the FAA visit. He
indicated that he would prefer the visit to be held in the
end of June or beginning of July.
