1. (C) Dep PolCouns delivered the demarche on Venezuela's
irresponsible behavior on counter terrorism (Ref A) to the
Director of Multilateral Affairs Julio Garro on 4/11. On 4/12
Garro thanked Poloff for the information in the demarche and
said he had not/not yet received a readout from the Peruvian
representative who attended the Inter-American Committee
against Terrorism (CICTE) meeting in Bogota. Garro said
Foreign Minister Oscar Maurtua had been informed of the
information in the demarche. Garro said the GOP has not
taken a position on the issue of Venezuela's UNSC bid in
light of ongoing Peruvian elections. (Ref B) (Note: A new
government will take over on 7/28 and will be in office when
the UNSC vote takes place in October. End Note.)
