(C) On 4/7, D/Polcouns delivered reftel points, background and draft diplomatic note regarding PSI endorsement to Foreign Ministry Director of Multilateral Affairs Julio Garro. Since this was the first time we had discussed PSI with Garro, who is still relatively new to his position, Emboff briefed him on previous GOP expressions of general support for PSI objectives (Refs B-D),while noting that we were not aware of Peru having issued a specific statement of support for the PSI Interdiction Principles. ¶2. (C) Garro said that to the extent he was familiar with the Principles, he could see nothing to fault, since it was clearly in the interest of all states to cooperate in resisting the proliferation of weapons of mass destruction. Any difficulty Peru might have in making an explicit endorsement of the Principles would problem stem from the reference to "States ... of proliferation concern," and possibly being put on the spot about which states are being referred to. Garro said he would consult with experts at the Foreign and Defense Ministries, and would re-engage with us when he had had the chance to assess the views of GOP stakeholders. STRUBLE
