STATE 17994 ¶B. 2005 Lima 1159 ¶1. Peruvian Navy Squadron Commander Percy Acosta told Poloff on 3/8 that his squadron is the end user for the helicopter parts in Ref A. He provided Poloff with the following answers to Ref A questions: CAN THE NAVY CONFIRM IT PLACED AN ORDER FOR THE PARTS LISTED IN REFTEL PARAGRAPH 4? -- Answer: Yes, Acosta ordered the parts listed in Ref A. HAS ITS OPINION OF NEDISA ALTERED SO THAT IT NOW VIEWS THEM AS A RELIABLE SUPPLIER? -- Answer: Acosta said he views Nedisa as a reliable supplier and has not had supply problems with them in the past. Acosta said that in addition to the parts in Ref A which he expected, there are additional parts he has ordered from Nedisa. IS THE NAVY PLANNING TO CONTINUE USING NEDISA AS A PARTS SUPPLIER? -- Answer: Acosta said he planned to use Nedisa as a parts supplier. He added, however, that if the parts are not delivered within the contract timeframe, he will cease to use Nedisa. WHAT MISSIONS DO THE SH-3D PERFORM FOR THE NAVY? -- Answer: Acosta said the helicopters perform a variety of functions including national development assistance, natural disaster assistance, naval exploration, and contraband investigations. ¶2. Poloff spoke to Patricia Raffo of Nedisa. Raffo said that the Navy signed a contract with Nedisa in November 2005 for the provision of helicopters parts. Raffo faxed to Poloff a copy of the contract for helicopter parts totaling 258,261 soles (approximately USD $78,260). Raffo also said that Carlos Postigo Velasco who signed the purchase order in question (Ref A),is no longer working with Nedisa. ¶3. Comment: Commander Acosta's currently positive opinion of Nedisa differs from that of past Navy contacts (Ref B). Given these divergent messages from Sections of the Navy, there is no consistent, Navy-wide opinion on the parts provider. End Comment. STRUBLE
