1. On August 25, Libreville hosted a summit of Gulf of Guinea
Commission Heads of State. Presidents from Gabon, Nigeria,
Equatorial Guinea, Angola and Sao Tome and Principe
participated. Cameroon was represented by Prime Minister
Ephraim Inoni, Congo-Brazzaville by Foreign Minister Adada,
and the RDC by its Ambassador to Gabon. The Summit
established a Secretariat and distributed positions to the
countries that have ratified the Treaty establishing the
commission: Sao Tome will appoint the Executive Secretary,
Nigeria and EG will appoint Deputy Executive Secretaries,
Gabon will appoint the Administrative Director, and Congo-B
will appoint the Financial Director. In exchange for
offering to pay all the Commission's first year expenses,
Angola was grated the Secretariat headquarters.
2. The Summit communique included a number of largely
predictable statements, including congratulations to Nigeria
and Cameroon over resolving the Bakassi dispute and to Sao
Tome and the RDC over the conduct of elections, calls for
peace and dialog as the RDC moves toward a second round
election, and a strong endorsement of UNSC Resolution 1701
and the cease fire in Lebanon. Somewhat less anodyne was the
communique's treatment of Darfur. After calling for the
government of Sudan and all parties to take the necessary
measures to restore peace in Darfur, the communique "also
launches an appeal to the Sudanese government to cooperate
with the United Nations."
