1. (C) Summary: American citizen Jim Nelson Brazel and
British citizen Martin Madison were kidnapped early morning
November 2 off the shore of Bayelsa State. Both expatriates
work for Petroleum Geo-Services (PGS),a Norwegian oil
exploration firm under contract to Chevron. The expatriates
were kidnapped from a vessel anchored near the Funiwa
Platform off the shore of Bayelsa State. End Summary.


2. (C) Around 2:00 AM November 2, Jim Nelson Brazel, a U.S.
citizen, and Martin Madison, a British citizen, were
kidnapped from a barge offshore Bayelsa State. Both
expatriates work for Chevron contractor Petroleum
Geo-Services (PGS),a Norwegian oil exploration firm. Tim
Branch of PGS told POLOFF that PGS has contacted Brazel's
family.


3. (C) According to a Chevron security source, the
expatriates were kidnapped 15 nautical miles offshore Bayelsa
State near the Funiwa Platform. Three to six speedboats were
used to kidnap the expatriates from the "MV Commander" barge.
There have been no reports of injuries.


4. (C) A separate Chevron security source reported that PGS
has "primacy" in this matter and will be in contact with
Congen Lagos through their security consultant, Armor Group.
The Chevron security source told us that the community
leaders in the area where the hostages are believed to have
been taken, Ezetu (Bayelsa state),are very upset with the
local youth believed to have been responsible for the
incident. There are no indications that this was an incident
involving militants. According to the Chevron security
source, the community leaders expect to resolve the situation
quickly.
