1. (C) On October 31, PolCouns delivered the points in reftel
A and a copy of the letter in reftel B to Vasyl Pokotylo,
Head of Division, MFA Arms Control Department. (Note: As
requested, we also forwarded a copy of the letter ref B
through official channels addressed to Deputy Foreign
Minister Andriy Veselovskiy, who has overall authority for
arms control-related issues.) Pokotylo told PolCons that he
had no knowledge of any Ukrainian business dealings with the
Korea Mining Development Trading Corporation. He also
reminded us of the MFA statements opposed to North Korean
nuclear device testing and assured us that Ukraine takes its
obligations under the PSI seriously and said we are "in 100
percent agreement" on the North Korea issue.
