(C) Charge d'Affaires met February 15 with MFA Director of
International Organization Affairs Ambassador Abdullah Ahmed
Al-Murad to deliver reftel demarche on defeating Venezuela's
bid for a seat on the UN Security Council. Al-Murad
recounted his personal experiences as Ambassador to Venezuela
in 1993, and his negative impressions of Hugo Chavez from
that time and from Chavez' visit to Saddam Hussein's Iraq in
2000. He also said Kuwait recalls vividly Cuba's position on
the Security Council in 1990, and that Venezuela may be
looking for a similar disruptive role. He said he would pass
U.S. concerns to the Minister.
