(C) In response to ref B demarche on the Administrative Review Board (ARB) procedures for Guantanamo detainee Omar Rajab Amin (US9KU-000065DP),post received by diplomatic note on February 11 written assurances that Amin would be detained and prosecuted upon his repatriation to Kuwait. ¶2. In reference to memorandum number 038, dated January 22, 2006, regarding the upcoming meeting of the annual Administrative Review Board (ARB) proceedings to evaluate the possibility of releasing or handing over Kuwaiti citizen Omar Rajab Amin, we would like to assure you of the Government of Kuwait's commitment that its relevant governmental agencies will apply the necessary legal measures to the detainee immediately upon his delivery, in accordance with Kuwaiti law, and as has been done with detainees previously handed over. We also confirm our commitment to all the conditions of the American side, as they appear in the aforementioned memorandum on the subject of the handing over of Kuwaiti detainees. In this context, the Ministry requests that it be informed about the rest of the Kuwaiti detainees at the Guantanamo Base and about the possibility of their being released and handed over to Kuwaiti authorities.
