1. (C) PolCouns discussed ref b points with MFA Director for
International Organizations Affairs Ambassador Mansour
al-Awadi on October 8. Al-Awadi said Kuwait's Foreign
Minister Dr. Mohammed Al-Sabah personally assured the
Guatemalan FM of Kuwait's vote when the two met recently in
New York. Al-Awadi added that Kuwait fully understands why
Venezuela cannot be considered for a UNSC seat "so long as it
is ruled by that crazy man."
2. (C) CDA also raised the upcoming vote with MFA U/S Khalid
Jarallah on October 9. Jarallah said Kuwait's support for
Guatemala was "solid" and based not just on repeated U.S.
demarches, but on the GOK assessment that its interests in a
credible, smoothly functioning UNSC would be damaged by
Venezuela taking a seat on the council.
