SUBJECT: HIGH VALUE DETAINEES WITH KUWAIT TIES

(C) Post has seen reports indicating that among the recent
high value detainees transferred to DOD custody at Guantanamo
Bay are two who are described as being "Kuwaiti" in origin or
citizenship. Department-provided talking points (reftel)
describe the two detainees, Khalid Shaykh Mohammed and Ali
Abd al-Aziz Ali, as Baluchi-born, but raised in Kuwait. Post
would like to clarify that birth or prior residence in Kuwait
would not/not give these individuals any claim to Kuwaiti
citizenship or permanent resident status under Kuwaiti law.
Nor would the Government of Kuwait entertain an application
for citizenship or residency based on these circumstances.
The Kuwaiti Government has not indicated any particular
interest in these individuals to date, and is unlikely to do
so in the future.
