1. (S/NF) Econoffs delivered ref A demarche to Ambassador
Khalid Al-Maqamis, Director of MFA's Department of
Coordination and Follow-up on September 12. EconCouns noted
that the non-paper contained updated information on the
activities of Revival of Islamic Heritage Society (RIHS)
offices in Bosnia, Albania, and Bangladesh, as well as
compelling evidence of illicit RIHS operations in a number of
other countries. He stressed that this latest non-paper was
being submitted in response to GOK requests for "more
evidence" of RIHS's support of terrorist activity. EconCouns
encouraged careful consideration of all information shared to
date, noting that even if the GOK still had questions about
RIHS activities, there was sufficient justification for a
serious investigation on the GOK's part and a formal response
to the USG, which we looked forward to. Al-Maqamis said he
would review the paper. He notably did not revisit his
earlier suggestion of a face-to-face meeting between the
embassy and RIHS officials to resolve the issue.
