(C) Ministry of Foreign Affairs Americas' Department
Director Ambassador Khaled Al-Babtain requested from the
Charge on July 15 U.S. support for Kuwaiti doctor Kazem
Behbehani for the position of Director General of the World
Health Organization (WHO). Noting the U.S. position on the
executive council of the WHO, Babtain said the GOK would send
a special envoy to the U.S. with a letter from the Amir
advocating Behbehani's candidacy. He presented a copy of
Behbehani's curriculum vitae to the Charge. (Note: a copy of
the CV has been scanned and sent to NEA/ARP. End Note.) The
Charge responded by saying that the U.S. does not make its
votes known before the actual voting but that Behbehani has
an impressive resume and that his candidacy would be
seriously considered.
