(SBU) PolChief delivered January 24 reftel non-paper to
Salem Al-Shebli, Third Secretary in the Ministry of Foreign
Affair's Legal Department. Al-Shebli was appreciative of the
information -- particularly the Arabic translation -- and
said he intended to share the document with the MFA
Undersecretary as well as colleagues at the Ministry of
Defense. He said Kuwait shared U.S. concerns about missile
proliferation and welcomed additional information on
activities and programs targeting the Middle East.
