1. (C/NF) NEA Assistant Secretary Welch, during his June 3
visit to Kuwait (septel),raised Venezuela's bid for a seat
on the UN Security Council with Prime Minister Shaykh Nasser
Mohammed Al-Sabah and Deputy Prime Minister/Foreign Minister
Shaykh Dr. Mohammed Al-Sabah Al-Salem Al-Sabah. He stressed
that Venezuela is not an appropriate candidate for a seat on
the UNSC and urged the GOK to support Guatemala's candidacy.
The GOK took note of U.S. concerns about Venezuela and the FM
shared that they GOK has already committed to support Turkey
and asked for U.S. views on the European candidates.
2. (U) A/S Welch has cleared this message.
