(C) PolChief delivered reftel demarche to Ministry of
Foreign Affairs Americas' Department Director Ambassador
Khaled Al-Babtain on April 30. Al-Babtain said he believed
the Foreign Minister had decided the GOK would endorse the
Proliferation Security Initiative (PSI) and had tasked the
Legal Department with preparing the appropriate diplomatic
note. He welcomed news of the May 24-26 PSI exercise,
Anatolian Sun, but declined to comment on Kuwait's
participation. PolChief subsequently queried Legal
Department Third Secretary Salem Al-Shebli on the status of
the note. Al-Shebli responded that he was still working on
the formal recommendation for the FM's signature.
