1. (C) The Ambassador delivered April 26 reftel demarche to
Ministry of Foreign Affairs Undersecretary Khaled
Al-Jarallah. Al-Jarallah said he knew of China's and Saudi
Arabia's interest in one of the Asian seats and agreed that
members of the new Human Rights Council needed to have strong
human rights record.
2. (C) Al-Jarallah asked whether progress had been made on
finding a candidate to succeed UNSYG Kofi Annan. He noted
that Thailand and Korea had approached the GOK about support
for their candidates or one from the Asian region, and said
he had also heard about a possible European candidate and one
from Jordan. The Ambassador replied that the U.S. does not
accept the view that regional consideration should govern the
appointment of the SYG. He emphasized the U.S. is seeking
the best-qualified candidate for this critical position.
