(C) In a March 26 meeting with Ambassador Khalid Abdul
Mohsen Al-Babtain, Ministry of Foreign Affairs Americas
Department Director, the DCM delivered reftel demarche and
left a copy of the non-paper. Al-Babtain said he would share
the information with his superiors and asked whether foreign
fighters constituted a serious element of the fighters in
Iraq. DCM responded that the greatest concern was that the
fighters were becoming more radicalized and gaining
experience that they would bring back to their home
countries. Al-Babtain noted that Kuwaitis are increasingly
vigilant about preventing their sons from becoming involved
in extremism.
