(SBU) David Shear, Deputy Chief of Mission, is Embassy Kuala Lumpur's Terrorist Finance Coordination Officer (TCFO). In this capacity, he takes the lead on action against terrorist financing, which is coordinated through monthly law enforcement/Visas Viper committee meetings. Elaine Jones, Finance Officer in the economic section, is the action officer of the Mission's financial counter-terrorism working group. Rick Moody is the Counter-Terrorism Training Liaison in the political section. His position was established in FY05 to handle the large volume of bilateral and regional CT-related training offered through the Embassy. ¶2. (SBU) The Embassy has provided Malaysian officials a wide range of training courses over the past few years to build their capacity to locate and defend against financial and conventional terrorists. U.S. trainers from Treasury (OFAC, FINCEN and IRS),justice (FBI and OPDAT),Homeland Security (ICE),Defense (US Military's Pacific Command) and State (DS/ATA, CT and EB) specializing in financial analysis, law enforcement, customs, and counter-terrorism have shown Malaysian officials the value of stopping terrorist financing in enhancing overall counter-terrorism efforts. Through training offered at Malaysia's Southeast Asia Regional Center for Counter-Terrorism (SEARCCT),the Embassy is able to coordinate Washington training for the maximum benefit throughout the region. ¶3. (SBU) The embassy is optimistic that OPDAT will be able to provide a course on charities abuse this spring. We look forward to coordinating closely with Washington on this and future training sessions, both regional and bilateral. ¶4. (SBU) Periodically the embassy receives requests from Malaysians who are searching for funding to carry out training or purchase equipment to aid their counter-terrorism activities. Embassy would benefit from a list of Washington agencies that could potentially provide grants in support of not only training but also purchases of software and other specific items on a case-by-case basis. ¶5.
