1. (U) We delivered reftel A talking points on November 6 to
Bala Chandran Tharman, Pricipal Assistant Secretary in the
MFA's mulilateral political affairs division. We have thus
far received no substantive comment from the MFA.
2. (C) In our recent discussion with Tharman about the Cuba
embargo resolution, he said Malaysia's opposition to the
embargo was very well established and there was little
likelihood of a change in their policy. At that time, he
took on board our request that Malaysia consider supporting
any proposed amendment to the Cuba embargo resolution that
would acknowledge the Cuban government's denial of human,
labor and economic rights to its people (reftels B and C).
