¶1. (SBU) PolOff delivered April 26 reftel demarche and
talking points to Ministry of Foreign Affairs Chief of Staff
Jacques Djoli. Djoli said the GDRC delegation would vote
again in support of the Third Additional Protocol and the
inclusion of Magem David Adom into the International Red
Cross and Red Crescent Movement. Djoli also said he would
pass to Foreign Minister Raymond Ramazani the USG's desire to
have the GDRC sign the Protocol as soon as possible.
