¶1. (U) The GDRC has signed the Investment Incentive agreement
between the U.S. and the DRC. The agreement is dated
December 23, 2005, although the Ministry of Foreign Affairs
returned the agreement to EconOff March 9, 2006. The
Secretary General of Foreign Affairs and International
SIPDIS
Cooperation, Mukeya Kyamwimbi, signed for the GDRC. Post
sent OPIC the agreement by fax March 9 and will send the two
sets of original, signed agreements (French and English
versions) via pouch, (Registry #1803329).
