SUBJECT: PROVISIONAL RESULTS GIVE KABILA WIN IN DRC
PRESIDENTIAL ELECTIONS
1. (U) The DRC Independent Electoral Commission (CEI)
released provisional results of the October 29 presidential
runoff giving Transitional President Joseph Kabila a victory
over Vice President Jean-Pierre Bemba by 58.05 to 41.95
percent. CEI President Apollinaire Malu Malu announced the
results November 15 in a 30-minute pre-recorded message
broadcast on national radio and television beginning at 1945.
2. (U) In remarks broadcast following the announcement,
Kabila called for national reconciliation and pledged to work
to reconstruct the country after years of war and a
three-year transitional government.
3. (U) Kinshasa remained calm following the announcement,
with some celebrations by Kabila partisans but no reports of
security incidents. Streets in downtown Kinshasa are
relatively empty this morning, but there have been reports of
rock-throwing by gangs of unemployed vagrants known locally
as "shegue." Anecdotal reports from Bemba strongholds in
Gbadolite and Mbandaka in Equateur and Mbuji-Mayi in Eastern
Kasai indicate no protests or problems.
