1. (C) The DRC Ministry of Foreign Affairs sent Embassy
Kinshasa a diplomatic note regarding its position on nuclear
tests by North Korea. This followed condemnation of North
Korea's nuclear test by the Minister of Foreign Affairs and
by the Presidency's Diplomatic Adviser (reftels A and B).


2. (U) In the note dated October 17, the government of the
DRC expressed strong concern about the consequences to peace
and security of nuclear arms proliferation. The note
fulfills the promise made by the Ministry regarding its
response to UN Security Council Resolution 1718 on North
Korea (ref C).


3. (U) Unofficial embassy translation follows:

(Complimentary opening)...and has the honor to acknowledge
receipt of the note relating to the declaration made by the
President of the United States on Monday, October 9 regarding
the nuclear test conducted by the North Korean government.

The Minister of Foreign Affairs and International Cooperation
informs the Embassy of the United States that the Government
of the Democratic Republic of the Congo remains extremely
concerned about the problems caused by the proliferation of
nuclear arms and the consequences to peace and international
security.
