1. (C) At 1800 local time, RSO spoke to MONUC head of
security who reported that he and "half a MONUC detachment"
were at the Palais de Justice. The MONUC officer said that he
was using the location as an operations base and was "going
in (to Bemba's residence) to do an extraction." The intent he
said was to go in and remove the CIAT ambassadors currently
in Bemba's residence.
2. (C) RSO received a call from AirServ contractors who
reported that an SN Brussels employee was stopped by "an
Angolan soldier" on the road leading to N'Djili airport. The
employee in question -- a Congolese citizen -- reportedly
said she could tell the difference between an Angolan and a
Congolese. The employee was allowed to leave and is
reportedly at home.
3. (C) Reports from local staff indicate that other parts of
the city remain calm and without violence. Post has not
received any reports of injuries to AmCits. The Mission
cascade system was activated, and all American personnel and
their family members are accounted for. The Embassy remains
on lockdown status.
