(U) On January 5, Econoff delivered reftel talking points via fax to the office of Ambassador Wolfe, Under Secretary for Multilateral Affairs at the Ministry of Foreign Affairs and Foreign Trade (MFAFT). Wolfe then transmitted the points to Dr. Barrington Wint, Chief Medical Officer at the Ministry of Health (MOH),and the head of the Jamaican delegation at the WHO Executive Board meeting from January 23-28. In a follow-up call on January 10, Ambassador Wolfe's assistant Andrea Wilson stated that neither MFAFT nor MOH had any substantive comments at this time. TIGHE
