1. In private conversation with EmbOff on Dec. 7, Major
David Anderson of the Ministry of National Security indicated
the following:
(A) The Government of Jamaica (GoJ)'s Immigration Department
and the Special Branch of the Jamaican Constabulary Force
(JCF) both maintain informal watch lists, which include
terrorists, criminals, narco-traffickers, and other
undesirables, in an effort to prevent their entry to Jamaica.
(B) With respect to terrorism-related input, the GoJ's watch
lists are based largely on information provided by the U.S.
(either from the U.S. Embassy or from the Jamaican Embassy in
Washington via the Ministry of Foreign Affairs and Foreign
Trade (MFAFT).
(C) The GoJ's lists are not available on-line. The Embassy
should refer any inquiries regarding the GoJ's lists to Major
David Anderson, Ministry of National Security, or to his
Deputy Mr. Paul Davis. (Note: both are favorably-known
Embassy contacts; Post will be glad to assist with any
requests.)
