(U) On July 11, 2006, Political Section delivered reftel points and Compact Report to the Director of Caribbean and Americas Department, Joy Wheeler, at the Ministry of Foreign Affairs and Foreign Trade. Wheeler had no immediate comment. ¶2. (U) On July 20, Political Officer spoke with Sheree Chambers of the Caribbean and Americas Department who reported that the reftel points and Compact Report are being circulated but that there was no comment at this time.
