1. (U) Econoff delivered reftel talking points by fax to
Esmond Reid, Assistant Director in the Foreign Trade
Department of the Ministry of Foreign Affairs and Foreign
Trade. Reid apologized for being unable to meet in person,
noting that his office was operating with a "skeleton staff"
due to upcoming CARICOM meetings. Reid promised to deliver
the points immediately to Alison Stone, Senior Director in
the Foreign Trade Department, and said that he would refer
any questions or concerns back to Econoff at the earliest
opportunity.
2. (U) Post will report any substantive response septel.
Reid noted, however, that the USG position was clear to the
GOJ delegation.
