(U) This is an action request. Please see paragraph 4. ¶2. (SBU) In response to a request from Permanent Secretary Gilbert Scott of the Ministry of National Security (MNS), Econoff met on June 5 with Scott and with O'Neal Hamilton, Special Advisor to the Chairman, CARICOM Subcommittee on Resource Mobilization for Crime and Security. Scott clarified that while the issue of the proposed border security system was ongoing, and was more the province of Barbados DPM Mia Mottley, Minister of National Security Peter Phillips was chairing the resource mobilization effort for all other security needs. With that in mind, Scott requested a meeting in Washington early in the week of June 26. The GOJ delegation would be led by Phillips and would include four technical experts and two support personnel. The topic would be other areas in which the USG may be able to assist with security preparations for Cricket World Cup 2007 (CWC). ¶3. (SBU) Scott expressed a desire to arrange meetings with the Department of State, the Department of Defense, the Department of Homeland Security (particularly Customs and Border Protection),but also noted that they would be receptive to "any other parties deemed appropriate." He noted that there will be a list of critical needs (reftel) for the region that covers all aspects of the regional security plan. Asked if other countries would be privy to this list, Scott noted that the resource mobilization committee would be "shopping" this list to the U.S., the U.K., Canada, France and the Netherlands simultaneously, so international cooperation and consultation will be the key to success. ¶4. (SBU) Action request: Post requests guidance on possible meetings for that timeframe, and assistance in identifying USG entities that might be able to offer various types of security assistance. If not possible during that timeframe, Post requests alternate time periods with which to respond to the GOJ. ¶5. (C) Comment: In discussions outside of the meeting with Scott, Hamilton (protect) expressed deep frustration at the "cultural causes" underlying the lateness of the proposed meeting. He also reminded Econoff that the CARICOM Subcommittee for Resource Mobilization for Crime and Security was the lead entity for the task of procuring all assistance outside of the entry/exit system. He seemed frustrated with Barbados DPM Mottley's efforts beyond the smart card initiative. The fact remains, however, that Mottley has been one of very few CARICOM officials who appreciates the urgency and the magnitude of the task. Hamilton appears to understand it now, despite these concerns about turf and jurisdiction. End comment. JOHNSON
