1. On May 26, P/ECouns and PolOff met with and conveyed
reftel points to Angella Brown, Deputy Director,
International Organizations Department, at the Ministry of
Foreign Affairs and Foreign Trade (MFAFT).
2. Brown noted that out of the Caribbean countries only
Guyana and Haiti had signed and that MFAFT would likely need
to discuss the issue with CARICOM in order to get other
Caribbean nations' opinions on the subject. When PolOff
asked whether we could follow up on the issue in a week,
Brown noted that things are very busy at MFAFT and that they
are short staffed, indicating that HCOC would be on the back
burner for a while.
3. One week later, on June 2, PolOff was unsuccessful in
attempting to reach Brown by phone to follow up. We will
continue to seek a response from the GOJ.
