(U) This is an action request. See para 5. ¶2. (S) On September 22, we relayed ref A points on changes in USG policy regarding arms sales to Venezuela and MTCR papers in other reftels to MFA Arms Control and Military Technical Cooperation Department Counselors Igor Kyzym and Oles Belakoles (who recently replaced Serhiy Kucherenko). (Refs B-F transmitted papers on North Korea and Iran's missile program and lists of WMD delivery systems, Category I missile projects, and Item 19 missile projects.) ¶3. (C) Kyzym asked us to schedule a follow-up meeting with Department Director Volodymyr Belashov to discuss more fully relations with Venezuela and other subjects. He advised that Belashov would lead the Ukrainian delegation to the October 2-6 MTCR Plenary in Copenhagen. ¶4. (U) During the course of the meeting, Kyzym inquired about the possibility of receiving courtesy translations of documents in the Ukrainian language. He said MFA officials could use the English language texts, but MFA had to translate our papers for the benefit of other relevant Ukrainian agencies, which also were the ones generally to take the lead on most arms control issues within the Ukrainian government. Thus, courtesy translations would expedite dissemination of USG information within the Ukrainian government. We explained that, while we would be prepared to provide such translations for unclassified papers, we would have to request translations be done in Washington for classified papers. Kyzym did not react when we also suggested that Washington might be inclined to respond more favorably to a request for translations into the Russian language. ¶5. (U) Please advise regarding the possibility of obtaining courtesy translations into preferably Ukrainian but also perhaps Russian of non-papers on arms control topics. ¶6.
