1. (S) We delivered reftel's talking points on the need for a
SCUDS inventory and a proposed timeline for a USG assessment
team visit June 22 to MFA Arms Control and Military Technical
Cooperation Counselor Serhiy Kucherenko. Kucherenko noted
the topic had been raised in a recent meeting between
Ukrainian Ambassador to the U.S. Oleh Shamshur and USG
officials. For this reason, MFA had included the topic on
its draft agenda proposal for the July 11-12 bilateral
nonproliferation working group meeting to be held in Kiev
(septel). He said Ukrainian Ministry of Defense officials,
who are responsible for preparing the inventory, would
provide an update during the meeting.
