(C) On April 19, MFA Deputy Director for the Americas Abd Elghani Elnaim Elkarim met at his request with Pol/Econ Chief at the MFA to provide undated documents about Ref A demarche on Guantanamo detainees. ¶2. (C) The first document provides information about an Administrative Review Board for Yakoub Mohammed. The document, per informal MFA translation from an Arabic document (also provided) reads as follows: (Begin text) An Administrative Review Board (ARB) for Yakoub Mohammed Name: Amir Yagoub Mohamed Yagoub Sudanese National Date and Place of Birth: 1971, Omdurman, Sudan Family of Mr. Yagoub confirms his innocence and asserts that he holds no extreme views. Moreover, Mr. Yagoub family guarantees that, when his is released, Mr. Yagoub, will not pose any threat to the United States of America. The Sudanese Judiciary system is an independent system with an authority and an ability to monitor and try any one who breaks the law. The Sudanese authorities have received recently three Sudanese detainees who were released from Guantanamo (GTMO) prison and they are now living a normal life under the surveillance of the concerned Sudanese authorities. The concerned Sudanese authorities monitor the detainees after their arrival to the Sudan and exchange information, in this respect, with the concerned American authorities whenever it is deemed appropriate. The Sudanese authorities affirm that all released detainees will be treated according to the principles of International Law and Human Rights and guarantee that they will not be subjected to torture. The Sudanese authorities have no objection to meeting, whenever needed, with the released detainees to observe their treatment. (End text) ¶3.
