1. (SBU) On December 17 ) 18, Acting Consul General Whitaker
met with Government of Southern Sudan (GoSS) Minister of
Presidential Affairs Luca Biong Deng and Minister of Regional
Cooperation Barnaba Benjamin. This followed a December 17
briefing of the consular corps, wherein officials form
consulates, international organizations, and non-governmental
organizations responded to a note from the GoSS Ministry of
Regional Cooperation.
2. (SBU) Both noted the increase in the number of consulates
in Juba, with nine open so far: Egypt, Eritrea, France,
Kenya, Netherlands, Norway, Uganda, UK, and United States.
Several more are anticipated, including DROC, Ethiopia,
Germany, Kuwait, Libya, and South Africa.
3. (C) Dr. Barnaba advised that the GoSS is activating 14
overseas liaison offices to maintain close donor relations.
Many, he said, were re-activated offices for the SPLA from
the civil war period. He listed Washington as well as
Canada, Kenya, Netherlands, Norway, South Africa, Tanzania,
and the UK. The GoSS also plans to open an office in New
Delhi to cover Asia. Barnaba emphasized that the offices
would not be GoSS diplomatic outposts, but serve as liaison
points for partners in international assistance.
