(C) Per Ref A, post has gathered all available information and AU reporting regarding individuals listed; new information on most individuals was limited. Post will send separately four DLO IIR logs that may facilitate review of relevant material. These include lists of the AMIS reports that are in the IIRs: 36 reports for FY 2005 and 77 reports for FY 2006. These reports are from the field and are used to produce the CFC reports that are available on the AU website (Note: Embassy Addis has indicated that CFC reports are available through December 2005, but that the AU website is undergoing difficulties. End note.) We assume that most of these reports, as well as others, have been carefully vetted by various agencies in Washington. ¶2. (C) Poloff,s inquiries gathered the following additional information: -- Gibril Abdul Karim Bari, NMRD Commander: Zaghawa tribe, Kubara clan, Bigaa sub-clan; probably from the village of Tondabaia. Is said to have served in the Chadian Army from 1990 to 2001. -- Mohamed Saleh Harba, Leader of the JEM-F (JEM Revolutionary Field Leadership): Zaghawa tribe, Kubara clan, Nuri sub-clan. Probably from the Karnoi area, a small village called Karigari. AMIS troops captured by Mohamed Saleh were released unharmed; limited assets to freeze or travel outside of West Darfur to restrict. -- Jedou Issa Altayib (nom de guerre: Thagir),SLA (Minawi) Military Chief of Staff: Probably born in 1978; Zaghawa tribe, Wagi clan. Is one of the few living members of the Darfur Liberation Army (DLA),the predecessor to the SLA. Rumored to be a graduate of Khartoum University, but seems uneducated without the intellectual capacity or authority to plan strategy. He has no assets to freeze. -- Musa Hilal: Born in 1960 in Kutum, North Darfur; son of a Nazir; Julul tribe. Has assets and travels outside of the country. Arab militia fighters loyal to Hilal have occupied the village of Tama, driving civilians out and attacking anyone who approaches the village. -- Nasr Tijani Kadir: Is responsible for the referred to attack on Khor Abeche. He probably has significant assets. HUME
