1. (C) On March 29, Indian Ambassador Shiv Mukherjee told the
Ambassador that "pretty definitively, New Delhi is not
interested" in the proposal that India, China and the U.S.
Ambassadors co-host talks between the Palace and the
political parties. On March 31, the Ambassador met with
Chinese Ambassador Sun to convey India's views. Sun noted
that he understood, and the proposal had been a long shot
that was worth trying. Sun commented that State Councilor
Tang had realized during his March visit to Nepal that the
King had not been able to deliver on his promises when he
assumed power on February 1, 2005. Sun added that a lot of
work was needed to bring the political parties and the Palace
together.
Comment

2. (C) China shares our concerns about the need for
reconciliation between the Palace and the Parties and the
threat the Maoists pose to Nepal and stability in the region.
We should remain open to the possibility of finding ways to
cooperate with Beijing on Nepal.
