Maoists Attack Police Posts ...

1. (C) Early in the morning on March 21, Maoists attacked
police stations in three areas across the country. They
attacked an area police office in Birtamod, Jhapa District
(southeastern Nepal). According to Jhapa Chief District
Officer Bhola Shivakota, the Maoists killed nine policemen
and injured 20-21 more as well as two civilians. Security
forces recovered the bodies of three Maoists. Maoists
arrived in Dharan, Dankuta District (also in the east) and
reportedly started firing indiscriminately at the area police
station. They killed one policeman and injured another.
Maoists also attacked a police post located at the Bardiya
District Development Office (in mid-western Nepal) and
injured three policemen and two civilians.

2. (SBU) Acting on information that Maoists had gathered in
Darechowk, Dhading District (to the west of Kathmandu),the
Royal Nepalese Army (RNA) attacked the area on the morning of
March 21. The RNA Public Affairs Office told Emboff that the
RNA had killed 20 Maoists and recovered some arms and
ammunition. There were no RNA casualties.

3. (C) The RNA's successful initiative in Dhading should help
boost RNA morale somewhat, after it lost 13 soldiers on March
20 when the Maoists ambushed them in Kavre District (reftel).
The military engagements with Maoists in Kavre and Dhading
Districts, both abutting the Kathmandu Valley, could indicate
that the Maoists are proceeding with their plan to gather
their forces to establish base areas in the districts
surrounding the Kathmandu Valley, possibly to prepare for an
attack either in the Valley or nearby.
