(C) In a November 10 meeting with Deputy Prime Minister and
Foreign Minister KP Oli, the Ambassador delivered ref A
talking points, stressing the need to use country resolutions
as a way to hold regimes that systematically abuse human
rights accountable. The Ambassador made it clear that
including the U.S. and Canada in the group of the world's
most egregious human rights abusers would discredit the
seriousness of the General Assembly. Oli had no immediate
response to the demarche, but said that he would look into
it. The Ambassador assured Oli that the Embassy would
continue to press for a response on this important issue.
