(C) On November 3, Emboff delivered reftel talking points to
Narayan Dev Pant, Under Secretary in the United Nations,
International Organizations, and International Law Section of
the Ministry of Foreign Affairs, stressing the importance of
voting against the Cuba resolution and encouraging Cuba's
transition to democracy. Emboff noted that this vote was an
opportunity for Nepal to highlight its own recent transition
to democracy through a robust Explanation of Vote during the
UNGA. Pant concurred with the talking points and promised to
promptly pass the information to his superiors.
