(C/NF) On September 12, Chauyen Lai Shrestha, member of the Nepali Congress (NC) Party and assistant to Prime Minister Koirala's daughter, passed two Nepali-language documents to the Embassy. The documents, which appear to reflect the results of the recent Maoist Central Committee meeting, outline the Maoists' alleged plan to launch an urban revolution in the third week of the Nepali month of Kartik (November 1-7). The documents focus on fomenting dissent in the ranks of the Nepali security forces as the key for the Maoists to capture power. The documents do not contain any direct threats against Americans or American interests. Documents Passed To Embassy -------------- ¶2. (C/NF) On September 12, Chauyen Lai Shrestha, NC member and assistant to Sujata Koirala, who heads the NC's International Relations Department and is the daughter of Prime Minister Koirala, called Emboff to share an "important document" with the Embassy. Emboff asked Shrestha, a regular contact of the Embassy's, to come to the chancery. Shrestha presented two documents to Emboff. Shrestha claimed to Political/Economic Chief to have received the documents that day from Sujata, who had received them through her family contacts. Shrestha told P/E Chief that he had not informed Sujata he was sharing the documents with the Embassy but planned to inform her upon returning to his office. Documents Describe Maoist Plan -------------- ¶3. (C/NF) The first document, which is entitled "In the Context of CPN Maoist," is a two-page summary of Maoist plans over the coming weeks. The plan calls for a "city-centered people's revolution" starting in the third week of the Nepal month of Kartik (November 1-7). The main strategy appears to be to create dissent in the ranks of the security forces so the Maoists can take power in the city of Kathmandu. According to the document, the Maoists have decided not to be confined to temporary cantonments, which, according to the document, was their previous plan. The idea is "to capture central power" by mobilizing "all revolutionary fronts" to attack the Royal Palace, Singha Durbar (the seat of the Prime Minister, the Parliament and many ministries),and the Nepal A
rmy Headquarters. The document goes on to say that the People's Liberation Army is to be deployed after thousands of people have been killed. Although the document mentions "confronting" American and Indian interests, there is no direct threat against Americans. ¶4. (C/NF) Post is currently in the process of translating the second 10-page document and will report on it septel. Comment -------------- ¶5. (C/NF) Embassy has no means to confirm the document's credibility, but the alleged plan contained in the document is consistent with what post has been hearing from other sources. We are reporting on the documents to provide additional context on Maoist thinking. On closer inspection, the first document appears to be the work of a non-Maoist observer at the recent Maoist Central Committee meeting in Kavre, near Kathmandu. The November 1-7 time-frame falls only days after the Government of Nepal-Maoist cease-fire is scheduled to expire on October 27. Text of Maoist Document -------------- ¶6. (C/NF) Post's unofficial translation of the document follows: BEGIN TEXT In the context of CPN Maoist -------------- The meeting of the CPN-Maoist's Central Committee in Kavre Kamidhada decided to stage a city-centric people's revolution from 3rd week of Kartik; Concluding that as long as no revolution takes place in the Army or Police, no central power can be seized. In this regard, a strategy has been made to incite revolution within the Nepal Police to facilitate the process of capturing central power; Canceling the previous plan to remain in temporary camps, the CPN-Maoist's Central Committee's meeting has issued an order directing cadre to concentrate on stirring up urban revolution; In order to prepare for urban-concentrated revolution, all people-based organizations have been directed to initiate trainings; In the course of the Maoist-prepared urban revolution in the form of an "April Thesis", Chairman Prachanda has prepared a short strategy note. Lenin has prepared a similar note before February revolution; The details of the "April Thesis" have been kept with central members of the party. It has been classified as highly confidential; SIPDIS A six-point action plan is drawn under the "April Thesis" in which various action plans and trainings are mentioned regarding urban revolution. The bottom line of the plan is to incite revolution in Police and Army so that central power can be grasped; In accordance with the action plan laid down in the "April Thesis" to capture central power, all revolutionary fronts will be mobilized in a consolidated form to attack the Royal Palace, Singha Durbar and Army Headquarters. The People's army will come in for retaliation only after hundreds, thousands are killed; Maoist leaders have issued directions to their people-based organizations, workers, and cadre stating that the urban revolution is the final and decisive action and that they all are asked to be ready to become martyrs if needed. Moreover, they have been instructed not to bow to American imperialism and Indian expansionism but to confront them; A special training will be provided to the Maoist army to fight against government side, country and foreign countries power if they come to suppress their action, and recruitment has been started; The CPN-Maoist's Central Committee members have decided to keep the People's Army intact and not to join the interim government in the current situation; The CPN-Maoists have drawn up important conclusion saying election for constituent assembly is impossible in the current environment; A strategy has been prepared to confront the army and non-army after the urban revolution turns to escalation; Looking at the recent policy adopted by Maoists at their central committee meeting in Kavre, the plan of the "April Thesis", preparation for urban revolution and special training for the PLA and issues of ammunition supplies, including collection of funds etc., CPN-Maoists appeared to be in the preparation to sever their understanding with Seven Party Alliance to wage an urban warfare to seize power at the center; According to their plans, Maoists have already set off on their second strategic offensive move. This is in the last phase of their offensive move. Points of the "April Thesis" prepared by Prachanda -------------- -------------- Political Target: -------------- Intensify and spread out the revolt against the King with the cooperation from all like-minded forces by raising slogans of constituent assembly; Improve the regional republic government; Prepare policies and values for the betterment of the proletariat and ensure effective enforcement of such policies; Intensify ideological struggle of the party by increasing international initiatives; Try to increase political, organizational and strategic preparations for grabbing at any opportunity for mass revolution; Military Target: -------------- Train and specialize the People's Liberation Army (PLA) for taking suitable actions in the capital and urban areas; Add divisions to the PLA; Develop armed revolution through centralized and forceful activities; Take planned initiatives to increase the role of PLA; 5-point workplan: -------------- Mobilize the masses in favor of CPN-Maoist's political and action plan (from central to district); Prepare work plan for "proletariatization" of the party; Leadership should take complete responsibility for making policies, rules and plans; Prepare a work plan against imperialism and expansionism through the international department of the party; Prepare a solid work plan for the military targets of the urban revolution.
