(C) On September 5, Post delivered reftel talking points
regarding the upcoming Non-Aligned Movement (NAM) conference
to Narayan Pant, Under Secretary for International Law and
the United Nations at the Ministry of Foreign Affairs. Pant
stated that Nepal had not yet decided whether it would
support Venezuela or Guatemala for the UN Security Council,
but assured Emboff that Deputy Prime Minister and Foreign
Minister Oli is aware of our concerns. Pant agreed that the
definition of terrorism at the summit should not have an
exception for "national liberation" as that could include an
exception for Maoists insurgents in Nepal if they go back to
fighting. Pant informed us that Nepal would show strong
support for democracy at the NAM summit, and agreed that Cuba
needed to institute democratic reforms.
