SUBJECT: NEPALI PM OKAYS NON-LETHAL EXCESS DEFENSE ARTICLES

1. (C) The Ambassador asked PM Koirala on August 13 whether
the Prime Minister would approve delivery of Nepal's
U.S.-financed Excess Defense Articles (EDA). Koirala
replied, "Yes, please go ahead with that non-lethal
equipment."
2. (C) This agreement to accept the EDA also solves a
transportation problem for 500 night vision goggles the GON
previously accepted for shipment. Since funds for a
dedicated aircraft had been allocated by the GON for the EDA,
the same aircraft can also be used for the night vision
goggles.

3. (C) The PM's decision presumably was driven partly by a
desire not to lose the valuable equipment. The decision also
reflects the GON's growing unease about Maoist intentions.
