(SBU) On July 27, Post delivered reftel's talking points to
Narayan Pant, Under Secretary for the United Nations and
International Law Division at the Ministry of Foreign
Affairs, regarding the High Level Dialogue (HLD) on
International Migration and Development. Pant agreed that a
permanent forum on migration would not be necessary nor
effective in the future, and thought that regional level
cooperation was preferable. Pant said the Government of
Nepal (GON) had not made a decision on who would attend the
High Level Dialogue in September, but confirmed that someone
from the GON would attend, either from the Ministry of
Foreign Affairs or from the Permanent Mission in New York.
