(C) On July 24, Emboff delivered reftel talking points
regarding the package of incentives offered to Iran by the
governments of China, France, Germany, Russia, the United
Kingdom, and the United States to Narayan Pant, Under
Secretary, UN and International Law Division, Ministry of

Foreign Affairs. Emboff noted that continued lack of
engagement by the Iranians could result in the U.S. and the
other international partners pursuing further action in the
United Nations Security Council. Pant agreed to look into
the matter and keep Emboff informed of any Government of
Nepal (GON) views on the subject.
