1. (C) The Ambassador on June 5 informed Foreign Minister and
Deputy Prime Minister KP Oli of the U.S. announcement that,
if Iran fully and verifiably suspended enrichment-related and
reprocessing activities, the U.S. was willing to become a
full party in the EU-3 negotiations with Iran (reftel). The
Ambassador urged the GON to issue a public statement of
support for the U.S. action, publicly encourage Iran to do
the right thing by suspending fully and verifiably its
enrichment and reprocessing activities, and keep the
spotlight on Iran's choice. Oli stressed that Nepal was in
favor of complete nuclear disarmament and peace. He said
that Nepal also supported non-proliferation and a nuclear
free world, both necessary for world peace. The Deputy Prime
Minister/Foreign Minister stated that Nepal wanted to see a
resolution of this issue through peaceful means and dialogue.
He said Nepal could understand USG concerns, particularly
after 9/11. He noted that the international community could
not be assured about the purpose of nuclear development by a
country "in that part of the world."

2. (C) The Foreign Ministry is busy preparing for Prime
Minister Koirala's June 6-9 official visit to India. Thus,
we are unsure whether the GON will issue a public statement
in the near future, even though Oli appeared sympathetic to
our concerns. A Ministry of Foreign Affairs Under Secretary
for the Europe-Americas Division also commented on the
difficulties of trying to get issues through a coalition
government.
